Overview: Starting a green building council

1. Definition of a Green Building Council:

A Green Building Council's mission is to accelerate the transformation of the built environment towards sustainability in a particular country. They are a part of an international coalition that represents the global property industry. and are leaders in an international movement that is globalizing environmentally and socially responsible building practices. Green Building Councils are business-led coalitions that are consensus-based not-for-profit organisations with no private ownership, and diverse and integrated representation from all sectors of the property industry. They see business as a powerful solution-provider, and are working to improve frameworks that harness business's ability to deliver.

Members of the WorldGBC comply with the following guidelines:

  • National or major economic zone coalition
  • Public/Private open membership
  • Nonprofit - no private ownership
  • Diverse & Integrated representation
  • Consensus-based
  • Transparent
  • The source for national (or major economic zone) green building leadership & transformation
  • Active membership participation in the WorldGBC
  • Share knowledge products with WorldGBC for exchange to all GBC's

2. Founding Board: One of the most important steps in the structuring of a successful GBC is the composition of a Founding Board. For more information on established best practices regarding please refer to the 'How to Choose Founding Members' document.

3. Criteria for membership:

In order to become a member of the WorldGBC, interested groups must demonstrate that they share the same values and guiding principles as the WorldGBC. The WorldGBC Membership Criteria outlines the requirements for membership. It is based on the Roadmap which contains a more detailed breakdown of the information and documents that are required for submission to the WorldGBC.

4. Process:

The membership application process is designed to give the WorldGBC Board of Directors an opportunity to get to know the applicant council. The process is usually collaborative and it entails continuous feedback as we help young GBCs emerge and develop.

The process is two steps: councils must first be recognized as emerging before gaining full membership. Emerging membership is awarded to a council well on its way, that has not completed all necessary steps to be recognized for full membership but has made significant progress and stands to benefit from an official relationship with the WorldGBC.

Groups seeking emerging membership are required to submit a copy of their bylaws and business plan, together with an application form. WorldGBC staff reviews the documents and provides feedback and support. Membership is granted to those who demonstrate a serious commitment and sufficient development.

Once granted emerging GBC status, a Council works on meeting all the membership criteria as described in the WorldGBC Roadmap. The WorldGBC Roadmap outlines the steps involved in the establishment of a council. It shares the collective experience of our existing members and starts to structure the initial stages of council creation. There are 8 Steps that suggest an order of how GBCs usually are structured. However, the Steps often happen concurrently, and in different order. The Roadmap is designed to be flexible and adaptable to the different contexts of different countries and regions.
