Dean Smolar is a pioneer in sustainable energy, mobility and climate change in Croatia, as well as an expert in energy efficiency, sustainable mobility and green construction.

Dean was born in Zagreb and graduated in the Faculty of Mechanical Engineering, where he was the winner of Rector’s awards and scholarships for gifted students. Dean has been the recipient of many national and international awards for innovation. After finishing postgraduate studies in Economics and Management he enrolled in a doctoral study of energy efficiency.

Dean has a professional career in national and international, private and public organisations in various functions from professional to managerial. He started and led the National Energy Efficiency Authority as well as the energy sector in the national agency for energy and investments. He was also involved in numerus international EU-funded projects. He was engaged in drafting laws and regulatory documents (EU acquis) and national strategies and action plans in the field of energy efficiency and alternative fuels. He participated in the preparation of financial instruments for building renovation programmes and energy saving verification and energy efficiency obligation schemes.

Since 2017. is acting as executive director of the Croatian Green Building Council. Dean is also engaged in advising governmental organizations in the implementation of energy policy and is representing Croatia in EU research and development programs energy and green construction and mobility (Horizon 2020)
