National readiness reports
August 2020: These reports summarise measures required to implement the BUILD UPON2 framework, based on focus group meetings organised in the eight countries involved in the project.
Measures required to implement the framework
May 2020: This document is an exploration of measures that are needed at the local and national level to support the Framework implementation. Such measures are derived from the analysis of indicators, and of data availability issues, to provide an indication of complementary actions needed to make the application of the framework possible.
National guidance: LTRS Development and Local Building Renovation Initiatives
January 2020: These documents serve as national analyses of the levels of governance involved in developing building policies and long term renovation strategies (LTRS) in each of the eight countries involved in the BUILD UPON2 project. They also explore national barriers to implementing LTRSs and give examples of regional renovation initiatives.

- December 2019: This paper checks the possible synergies between SECAPs and Long Term Renovation Strategies (LTRS) and suggests how local renovation initiatives can be duly taken into account in the LTRS drafting and implementation.
Building renovation in the Clean Energy Package: implications at local, national and EU levels
- November 2019: The aim of this briefing is to analyse some of the most important changes brought by legislation of the Clean energy package that will influence building renovation policy.
Build Upon Recommendations 2017
- 2017: This document summarises the recommendations that resulted from BUILD UPON, the precursor project to BUILD UPON2. It includes recommendations from Bulgaria, Finland, Ireland, Italy, Latvia, Romania, Slovakia, Slovenia, Spain, Sweden, the Czech Republic and Turkey.
Developing Building Renovation Strategies.
- February 2013: BPIE prepared this Guide in order to assist Member States in the process of developing their renovation strategies. This includes analysis of the benefits that arise from improving the energy performance of buildings and the numerous challenges and barriers to the achievement of these benefits.
