WorldGBC launches consultation on EU Policy Whole Life Carbon Roadmap

The World Green Building Council has launched a consultation on an EU Policy Roadmap for tackling Whole Life Carbon in buildings that has been developed as part of the #BuildingLife project.

Developed by a coalition of industry stakeholders in the build up to COP26, the document shows how the region’s most resource-intensive sector can deliver on the goals of the Paris Agreement and the EU Green Deal.

The roadmap proposes a comprehensive suite of measures for how EU buildings policy can tackle the whole life carbon impact of the built environment. The policy recommendations are divided into four key policy routes: 

  • Building Regulations
  • Waste and Circularity
  • Procurement
  • Sustainable Finance

The consultation will run between 16 August and 17 September 2021.

Respondents can give their feedback both by responding to this questionnaire and by submitting further comments on the consultation document via email to europe@worldgbc.org

The full EU Policy Roadmap will be published in Q1 2022. This will outline the key policy recommendations and the actions required by the buildings sector stakeholder community to deliver our vision of a decarbonised built environment by 2050.

In advance of this, WorldGBC hopes to build consensus on the necessary policy measures by November 2021 so that this can inform the update to the Energy Performance of Buildings Directive, which is expected in December 2021.

#BuildingLife

The #BuildingLife project runs until the end of 2022 and is supporting the ambitions of the EU Green Deal by outlining how EU and national building policy can move beyond a focus on operational emissions from buildings and start to consider both operational and embodied carbon - whole life carbon - in an integrated manner. 

The project spans many different workstreams, including communication, education, data collection and sustainable investment. This EU-level roadmap will be complemented by ten national roadmaps being developed by Green Building Councils across Europe. The first of these, from Polish Green Building Council, was already launched in June 2021. This suite of roadmaps forms a central part of the advocacy work of the #BuildingLife project.
