Open letter: Ensuring energy security though ambitious National Building Renovation Plans

Europe continues to face the consequences of the recent energy crisis, with households and businesses exposed to volatile fossil fuel prices. Improving the energy performance of buildings is one of the fastest and most effective ways to strengthen energy security and protect citizens from future shocks.

The World Green Building Council’s Europe Regional Network has launched a coordinated letter campaign calling on national governments to develop and submit ambitious National Building Renovation Plans (NBRPs). The letter, signed by 20 Green Building Councils (GBCs) and five regional partners, sets out three priority actions for NBRPs:

 

1. Reduce energy demand

Set binding targets for improving the energy efficiency of the worst-performing buildings, to rapidly cut energy demand and protect households from future price shocks.

2. Reduce fossil fuel dependence

Accelerate electrification measures to strengthen energy security and reduce exposure to global fossil fuel markets, supporting the transition to clean heating solutions.

3. Ensure fairness

Ensure renovation finance is suitable and accessible for low-income households and those in energy poverty, so that the transition is affordable and socially just.

 

These recommendations reflect the priorities of the 2024 update of the Energy Performance of Buildings Directive (EPBD). The 29 May 2026 transposition deadline marks a key moment for Member States to embed the new requirements into national law, while final NBRPs must be submitted by 31 December 2026. 

GBCs across Europe have now disseminated the letter to their national governments, with the goal of setting up followup meetings to discuss actionable steps to improve NBRPs.
