Help shape the future of Near-Zero Emission and Resilient Buildings

The Buildings Breakthrough is inviting feedback on a draft definition and essential elements of Near-Zero Emission and Resilient Buildings (NZERBs) as part of Priority Action B1: Standards and Certification.   

The Buildings Breakthrough (BB) was launched at COP28 under the leadership of the France and Morocco. It is coordinated by the Global Alliance for Buildings and Construction (GlobalABC). The aim of the BB is to bring together countries and partners to accelerate the decarbonisation and resilience of the buildings sector. It is endorsed by 29 countries and the European Commission, who are working together towards the goal statement that “near-zero emission and resilient buildings are the new normal by 2030”. 

This work forms part of the Breakthrough Agenda which was launched at COP26, with the International Energy Agency (IEA) and the UN Climate Change High Level Champions (HLCC) as the secretariat. 

In 2024, WorldGBC were asked to co-lead on Priority Action 1 of the BB and since then we have worked alongside, GlobalABC to convene stakeholders including Green Building Councils, key international organisations and countries to develop and build consensus in defining the common principles required for the delivery of Near-Zero Emission and Resilient Buildings and related indicators. 

Now, we are inviting feedback on this draft definition and invite you to review the consultation document and provide your input via this form. 

This consultation is seeking final feedback, including: 

  • The qualitative definition for a near zero emission and resilient building.
  • Our common understanding of the ‘building blocks’ and/or elements needed to deliver such a building.

This is an open, global consultation for anyone in the public or private sector in relation to the building and construction industry and associated stakeholders.  

The consultation is the final opportunity to contribute to an internationally aligned, flexible definition that will guide effective and comparable building policies worldwide.
