Hugh Lim leads the team at the Centre for Liveable Cities (CLC), a Singapore-based global knowledge centre with a future oriented focus on the liveability and sustainability of cities. CLC brings together expertise on sustainable urban development in the areas of good governance, urban planning, effective resource management, quality living environment, affordable housing and sustainable transport solutions from across government, industry and academia. I am a member of the Cities Council of the Bloomberg New Economy Forum and was recently on the Board of Resilient Cities Network Singapore (till 2023).

Prior to the CLC, Hugh was CEO of the Building and Construction Authority (BCA) where, together with Singapore Green Building Council, they developed the Singapore Green Building Masterplan, a key pillar of Singapore Green Plan 2030 that articulates Singapore’s NDC to citizens and businesses. The masterplan has been a unifying force for both the public and private sectors to work together to achieve the ambitious goal of greening 80% of all buildings in Singapore by 2030, where good progress is being made and plans are on track.

Given the complexity of addressing climate change, Hugh believes strongly in the power of networks in enabling collaboration across borders and between cities and organisations. By leveraging our respective strengths and spheres of influence, we can accelerate progress towards common goals and amplify our impact. WorldGBC provides an excellent platform for the sharing of knowledge, resources and best practices for addressing climate change.
