Built4People (B4P) is a European partnership under Horizon Europe. The partnership aims to catalyse the transition to a people-centric, climate-neutral, sustainable and smart built environment
Over its 7-year span, B4P will channel nearly €400 million of EU funding to innovation in the sector and leverage an equivalent amount of private investment. The innovation catalysed will help ensure the built environment plays a key role in delivering the European Green Deal, sustaining the ambitious objectives of the Renovation Wave, and aligning with the bold aims of the New European Bauhaus. B4P is a co-programmed partnership in Horizon Europe’s Cluster 5 (Climate, Energy and Mobility). It brings together the European Commission (EC) and two leading associations, ECTP and WorldGBC, who together represent thousands of stakeholders and perspectives across the built environment – from research & innovation institutes to construction companies large and small:

ECTP is a leading membership organisation promoting and influencing the future of the Built Environment.
First founded in 2004, ECTP brings together more than 140 Member organisations from across the construction sector and other sectors from the whole supply chain of the Built Environment.
ECTP’s membership spans 24 countries, large enterprises, SME’s, universities, research organisations and professional associations, allowing it to take an integrated approach to tackling relevant issues faced by the sector. ECTP aims to facilitate cross-sectoral conversations to improve the sector’s position on many societal and industrial issues including energy, climate change, efficiency and infrastructure.
ECTP is one of the 38 European Technology Platforms (ETPs) which are industry-led stakeholder fora recognised by the European Commission as key actors in driving innovation, knowledge transfer and European competitiveness.
The B4P Partnership Board is the main forum for dialogue and steering of the Partnership and consists of representatives from the European Commission and the two private partners ECTP and WorldGBC Europe. It consists of a maximum of 24 representatives from ECTP and WorldGBC and representatives from different services of the European Commission. Meetings are co-chaired by a European Commission representative and a representative of either ECTP or WorldGBC.

The B4P Stakeholders Forum is a platform to allow the participation of a large community of built environment experts which is not limited to B4P Partners and their members. The Forum will advise on the priorities to be addressed by the Partnership Board, in line with the Strategic Research and Innovation Agenda and the Horizon Europe strategic planning. There is an annual Stakeholders Forum event and we intend to include knowledge, input from the Stakeholders community on specific topics throughout the year as well.

The B4P States Representatives Group is formed of a group of nominated representatives from EU member states and associated countries. This group advises and supports the achievement of the B4P partnership’s objectives and ensures that they are complementary to national policies, priorities and programmes.
